IntroductionPhoenix House, Catterick, is a new build centre within the garrison at Catterick.
In summer 2011, Help for Heroes agreed to fund the development project and take a 20 year lease (with an option to extend a further 10 years) from the MoD. Subsequently, once the build is complete, H4H will sublease to the MoD to run the PRAC for a minimum of 10 years with H4H retaining responsibility for the facility.
Enabling work has begun and the centre is due to open at Interim OperatingCapability (IOC) in Autumn 2011, with 40 bedrooms in a mixture of temporary blocks and refurbished units. This willincrease to 46 bedrooms and fourfamily rooms in early 2013 when the centre reaches Full Operating
Capability (FOC). H4H has committed to fund and lead the delivery of the capital build, including the creation of new accommodation facilities, training facilitiesand a state of the art gymnasium, at a cost of £10,7m FOC and £1.3m IOC.
Phoenix House operating costs are to be funded by H4H with support from The Royal British Legion, who have committed £850k per annum, over an initial ten-year period, with a projected additional contribution of £250k per annum from H4H. The MoD will also be supporting this project.
H4H run the centre with the MoD delivering the Personnel Recovery and Assessment Centre element to serving soldiers.
Additionally, the Support Hub, a collection of welfare agencies and other service charities will provide a ‘one stop shop’ of advice and support for the residents and other veterans and their families, for life.
